Every dollar invested in community organizing yields a $90 return in community benefits through progressive policy change. We support organizers who are tackling injustice with our three-pronged strategy, involving:

  • Grant making - Liberty Hill’s unique approach to grant making ensures that social justice organizations that build power through grassroots community organizing, coalition building and partnerships, and advocacy have the resources they need to win campaigns and defend underserved communities. The Foundation also focuses on organizations led by and for most impacted by systemic injustice, largely low-income communities of color, because they are best suited to create their own solutions. With input from seasoned activists and policy experts, Liberty Hill awards grants to L.A.’s most effective grassroots groups. At the same time, our rapid response funds can move money fast in times of crisis or opportunity.
  • Leadership Training - When it comes to fighting for justice, leadership matters. Through Liberty Hill’s Wally Marks Leadership Institute, we have provided hundreds of rising organizers and activists across Los Angeles County with tools and skills to help change themselves and their communities. With the Commissions Training Program, Liberty Hill prepares community leaders to serve effectively on L.A.’s many influential boards and commissions.
  • Alliance Building - Liberty Hill works at the intersections of philanthropy, grassroots organizing and public policy, forging powerful relationships and building coalitions between funders, activists and policymakers. Coalitions established by Liberty Hill have influenced everything from school discipline practices to environmental regulations.


In 2017, Liberty Hill launched the Agenda for a Just Future (AJF) to fight for our youth, our health and our homes with three focused campaigns. We believe we can stop incarcerating kids, ensure adequate affordable housing for every Angelino and end the oil drilling that sickens our region’s poorest communities.

 

Position Overview

 Working under the supervision of the Director of Public Partnerships (P3s)  the Senior Program Manager will primarily be responsible for coordinating and administering Liberty Hill P3s and other grant programs, including, but not limited to Public Health Councils and emPOWER. In addition to collaborations with managers and directors overseeing housing and environmental justice campaigns, the Senior Program Manager will work closely with youth justice, grant making, finance and capacity-building staff to help develop and manage internal systems to support P3 implementation foundation wide. The Senior Program Manager will also collaborate with other staff at Liberty Hill in communications and advancement to increase awareness and support of P3s.

Primary Responsibilities and Essential Functions

PUBLIC PARTNERSHIPS (P3s)

  • Assist the P3 Director with implementation and evaluation of existing P3s, setting priorities and determining future participation in existing campaigns and emergent opportunities
  • Supports the Director of Public Partnerships with the development of internal systems to streamline P3 implementation
  • Assist with the creation and tracking of criteria metrics for internal evaluation of P3s to determine the impact of existing P3s and guide the decision-making process related to new P3 contracting opportunities
  • Liaises with the Senior Compliance Manager to coordinate Program Team systems of reporting, tracking and document retention
  • Supports managers of existing P3s to implement practices to ensure compliance with government contracts
  • Informs communications and advancement staff of current P3 activities and collaborates on related  messaging and framework

 

PUBLIC HEALTH COUNCILS

Public Health Councils (PHC) is a LA County Department of Public Health (DPH) program focusing on outreach to low-wage workforces in industries with heightened risks to COVID-19 to enable peer-to-peer co-worker education regarding Health Officer Orders, required safety measures and worksite compliance.

  • Conducts qualitative analysis of program design and contracted organizations to evaluate program outcomes and recommend changes to program design where appropriate
  • Meets regularly with DPH and community partners to track organizational reporting and progress towards deliverables
  • Supports CBO capacity and understanding to meet deliverables and overall program expectation
  • Meet with Professional Training Organizations, advocates and policy makers as appropriate to advance program understanding and potential
  • Prepare monthly invoices and reports for submission to DPH

 

emPOWER (~30% FTE)

The emPOWER outreach initiative contracts with grassroots organizations to cross-promote a comprehensive suite of sustainable energy, low-carbon vehicle and bill-savings incentives to low-income households on the frontlines of industrial pollution.

  • Implements and manages internal tracking systems to meet reporting requirements and track progress towards deliverables
  • Works closely with the emPOWER administrative contractor on issues related to the implementation and administration of the program including:
    • Agenda development and facilitation of trainings and monthly meetings with emPOWER grantees
    • Data collection methods and identifying appropriate metrics to evaluate program outcomes
    • Messaging and timeline of activities for AB 976 legislative campaign
  • Synthesizing and interpreting data collected by Administrator to evaluate program efficacy
  • Proactive communication with grantees to manage timelines and streamline workflow.
  • Monitors project plans, budgets and progress towards deliverables
  • Ongoing communication with program funders to evaluate activities and manage expectations
  • Creating reports and invoices relative to progress towards deliverables

 

PROGRAM MANAGEMENT

  • Works with the P3 Director and Executive Vice President to develop strategies to improve specific project outcomes and support broader program campaigns and overall mission
  • Develop and manage project budgets in collaboration with P3 Director and Finance team
  • Co-manage grant-making processes related to assigned grant programs
  • Assist the Program Department in outreach, landscape analysis, strategy development, assessing organizations, and other duties, as assigned
  • Meet with public sector agencies, elected representatives, existing and prospective funders, consultants and policymakers, as assigned
  • Assist with public policy agenda and strategy development
  • Coordinate select advocacy efforts within LHF and with community partners

 

PROJECT PLANNING & COORDINATION

  • Creates a project management calendar for fulfilling goals and objectives and meeting deadlines.
  • Organizes, attends and participates in stakeholder meetings.
  • Documents and follows up on important actions and decisions from meetings.
  • Ensures all documentation is maintained appropriately for each project and distributes summaries to all project team members.
  • Aids in project evaluation to determine needed changes, if any.
  • Assists in the development, design and dissemination of research reports, PowerPoint presentations and public education materials

 

FIELD MANAGEMENT & COORDINATION

  • Gathers information on perspectives and practices of community-based organizations related to issue areas of managed programs
  • Manages outreach to key ally organizations to secure endorsements; schedules delegations; prepares materials and secures letters of endorsement
  • Assists in preparation of oral and written public comment

 

SUPERVISION

  • Provide supervision and training to project-based staff including coordinators, consultants, volunteers and interns.   
  • Provide training and performance feedback as requested on project-based staff.

ADMINISTRATIVE COORDINATION AND SUPPORT

  • Assists in the development of foundation reports, and proposals.
  • Assists in processing of financial reimbursements, invoices and reports
  • Informs and coordinates with Liberty Hill staff about EHJ activities.
  • Maintains hard copy and electronic management files.
  • Engages in special projects as assigned.
  • Providing administrative support as needed.

 

Minimum Qualifications

  • At least five years’ progressively responsible experience in nonprofit, government or labor union programs or campaigns.
  • Experience leading organizing or policy advocacy campaigns.
  • Experience managing multi-racial/multi-ethnic coalitions.
  • Computer proficiency in Windows operating system and MS Office software including Word, Excel, Outlook and PowerPoint.
  • Basic graphic design skills.
  • Ability to write/speak in Spanish (Preferred)

Knowledge of:

  • Social justice & community organizing groups.
  • Policy development and policy-making process at local and state levels.
  • Social justice issues, especially economic, housing and environmental justice.
  • Experience working in communities of color.
  • Principles of working effectively with diverse and broad-based community constituencies.

Physical Requirements

  • Manual dexterity for operating a computer keyboard, printer, facsimile machine, photocopier, calculator and/or ten-key adding machine.
  • Ability to sit at a desk or conference table for extended periods within an office environment.
  • Ability to lift up to 15 pounds.
